The catio pictured looks about 3' above the ground. I don't think fleas would be a problem in the illustrated example. If it was on the ground, or a few inches above, yeah.

When I was in high school many many years ago there was a guy in town who had one for a pet. I saw him one day after he 'played' with his kitty. I think it was something like 40+ stitches and none of them were in the same place. At least a dozen on his head alone.
