My only phone is a Verizon cell. Verizon has a 'visual voice mail' feature that shows a list of your voicemails, their length, and the source number. From the program you can easily delete unknown VMs without having to listen to them, several at a time. It's pretty good. Is your government serving you?

It is a feature of Google Voice. If you give out your GV number to everyone by default, you can have GV simply ring your cell phone for incoming calls, and also block callers using all sorts of rules/filters, including a built in one that blocks any "unknown" caller id. But if they call your cell number directly, this won't help you.
