I had a Nextdoor neighbor like that. At first it was the occasional outdoor party and the fireworks were early and over with quickly. And on the Fourth of July they'd party with fireworks and we thought, OK, it's the 4th, no biggie. Then it became every week and later into the night. One night, it's after midnight and the fireworks are keeping our dogs up, and us too, because the neighbor and his buddies are shooting their rockets right over my property. I called the police (fireworks are illegal in my state too). The cops showed up, I explained how these parties had been escalating and they shut my neighbor down.
