There are the Self Checkout lines, and they will count your bags before you total and pay.
Based on the OP, I wouldn't be surprised if the cashier asks the baggers how many bags they used to bag your groceries and, apparently, "they" (whoever that is) will count your bags if using self-checkout.

The only time I can recall baggers double-bagging groceries was when they were packing a lot of canned goods.

LRAFB Commissary Self Checkout area. All bags moved to the Checkout Area KEEPER OF BAGS person.The Aforementioned KEEPER issues bags.
