Any nuclear engineer that has graduated in the past 40+ years can tell you the solution to disposal of high level radioactive waste. It isn’t a technical problem, it’s a political problem.

Yucca Mountain was an excellent solution. Move the used fuel rods there in shipping containers that survived being hit by a locomotive at top speed, immersed in burning jet fuel and having an overpass dropped on them. Turn the fuel into borosilicate glass. Seal it in stainless steel containers. Entomb the containers in concrete in tunnels under a mountain in the Nevada desert in a county where the workers outnumber the county residents.

All of which was killed by the former Senator from Nevada, Harry Reid.

BTW, security at nuclear power plants is tested on a regular basis by Special Forces teams who try to break in or smuggle contraband into the plants.
