Can a P220 Elite with E2 grips be back dated to accept Hogue Rubber or Wood Grips?

Yes. You'll need to purchase screws/washers to go with the new set of grips.

What about frame Bushing for screws?

The 220 does not use frame bushings. If the frame is drilled and tapped for the screws threads then all you need are grips, screws and lock washers. If your using factory screws then a sig screw driver that fits the factory screw is desirable gb o keep from buggering the slots up. Also make sure the grips are of current production. If using old school grips you’ll run into issues with fitment related to the older metal based main spring housing assemblies and possibly they older style de-cocking levers.
