Failure to comply = felony.

HB2241

http://lawfilesext.leg.wa.gov/...use%20Bills/2241.pdf

In addition to semi-auto rifles and mags, it also prohibits a conversion kit, part, or combination of parts, from which an assault weapon can be assembled if those parts are in the possession or under the control of the same person.

And of course, new section 4 at the end, where if any part of the new restriction is struck down, the rest remains in effect.

Despite some people's claims to the contrary, 5 lbs. is actually different than 12 lbs.
It's never simple/easy.

The WA St House Bill you refer to has a mag cap limit of 15 and you can't carry the gun loaded off your property. The WA St Senate companion Bill sets the limit at 10.

Both bills have passed. Whether or not they will ever go into effect is a different matter.
