It depends on the holster maker. You'd have to check with the holster maker you're leaning towards. The 9mm has very slight differences in dimensions than the larger calibers.
For example, KRAMER makes their holsters snug and says the P239/9 offerings are different than the P239/40/357. Off the shelf holsters like GALCO, SAFARILAND, DON HUME, BIANCHI might make their holsters a little less snug...hell, some of them even fit several manufacturers as well as calibers.
Having said that, it is possible to slightly stretch a tight leather holster using heavy plastic baggies wrapped around the pistol within the holster for a few days. My KRAMER P239/9 owb scabbard now fits its P239 cousins, albeit still a bit snug.

Kydex, by the nature of the material, are less forgiving on fit/size. For example for the P239 Blade-Tech makes separate UCH's for 9mm and 40S&W, but it's a great IWB holster.

I have a Bianchi pancake belt holster w/thumb break for a P239 in 9mm. It will fit my P239 .40, just barely. Gettin' it snapped with one hand is very difficult though. It makes holstering your weapon much more difficult, especially in a hurry. I suggest evaluating each holster separately for your needs.
