Full disclosure...

Dave Ramsey is a multi-millionaire. Therefore he is self insured. Due to his business I am quite sure he has a great legal staff on retainer and could easily afford most any legal challenge out of pocket. Similarly, he doesn't recommend financing automobiles, whereas at his level he can easily afford any automobile he wishes, out of pocket should he so choose.

You could probably make the same argument about any type of insurance. Homeowner's, flood, earthquake, etc. All insurance is a waste of money... Until you actually need it. Problem with CCW insurance is there may be numerous loopholes the purchaser will only find out when they actually need it. I have to wonder just how much they will actually do for a client based on $500-$700 annual premiums.
