It probably feels off kilter due to the greater number of storylines in Season 2. Season 1 was more focused on how to take down Homelander. Season 2 is all over the place with background/origin stories as well as more time spent on the individual supers' all dealing with their own issues.

I just took it as nod to the fact that Fresca is caffeine, sugar, and calorie free, so it's potentially popular among certain religions/cults that avoid traditional sodas because they don't believe in putting harmful or addictive substances in their bodies.
They can't drink alcohol, or coffee, or tea, or most soda, but they can drink Fresca.
