The eight screws holding the scope in the rings have held, but the two big screws holding the rings to the receiver are a little bit loose - not as bad as before but still not perfect. Any suggestions?

RogueJSKBlue or purple Loctite, plus proper torque.
Unless your rings are poorly made, or out of spec, that should be all you need. And I've never had either of those issues with Ruger factory rings before.
I'd recommend looking online or contacting Ruger, to see what they recommend for torque on their scope rings, then invest in a quality inch-pound torque screwdriver to ensure you're meeting those torque specs.
