20" Wilson Stainless steel Heavy Match
or
20" Wilson Chrome Moly HBAR

Which would you choose any why?

How accurate do you want the barrel to be?

If your looking for the most accurate barrel, a stainless match barrel is the way to go. I'd rather have a Bartlein, Krieger or Rock Creek barrel than the Wilson.

For a standard CM service barrel, the Wilson wouldn't be a bad choice.

My dad is debating between the Rock River Predator Pursuit and Coyote uppers for his AR.

Pick the one that has the lower wieght. If you have to ask that questions you don't have the skills to know the difference.

Obviously I don't. This is the first AR-15 we have owned. For our money, Rock River seems to be the best for the money, as it is a Rock River lower. Our options are: 20" NM, 20-24" Bull Varmint, Predator Pursuit, or the Coyote Rifle.

To really be able to choose a barrel, we'd need to know more about what you want to do with it. Knowing what barrel length might also be nice to know as well.

It will be for varmint shooting, 20-24". Max cost: ~$700. Shooting range: 100-400 yards. Also, MUST BE IN STOCK!

You are confusing the terms "barrel" and "upper" or "upper half."

First question is simply "what do you want to do with this rifle?" Second question is "do you handload or intend to handload?" Third is "do you plan to compete with this rifle and if so, in what discipline?"

The 20"NM is what you would use in Service Rifle competition with NRA/CMP; this is like Camp Perry. And you had better handload.

The Bull 20-24 varmint is designed for varmint shooters and possibly competition shooters in 3-gun matches or perhaps even F/TR competition. The longer barrel is a good idea for the longer distance, beyond 600 yards. If you do not plan to shoot that, the 20 inch will be fine.

It's late and I'm not seeing much of a difference between the Predator Pursuit and the 20 inch Bull except perhaps that is has a Wilson barrel. Big deal.

The Coyote Rifle has a much thinner barrel and it has a 1:9 twist. It will definitely be more portable that the other rifles mentioned.

Answer the questions and we can dig further.

Edited to add: Just saw your above answer. Can't help you with the in-stock bit. I do suggest you get whatever suits you best, even if you have to wait for it.

CMMG is far superior to RRA.
You can custom build the upper you want, and CMMG makes some of the best barrels on the planet.

I would go with an 18" or 20" 1:7 SS Medcon, That way you can shoot 62gr and higher and have pretty decent groups.
Personally an 18" gives you max flexibility. Full length sight picture with irons, 20" accuracy without the added length and weight.
Don't go with a 24", it is pointless,18" to 20" is the max you want to go with barrel length.

Here is what you need:
