Is there an "official" rule book for the 3 gun community? I know 3 Gun Nation exists, but I can' seem to find a USPSA style rule book.

A lot of the clubs around here use the USPSA 3 gun rules.
A turbo: Exhaust gasses go into the turbocharger and spin it, witchcraft happens, and you go faster.

There isn't really a governing body. Every match tends to have it's own flavor but the differences are quite small, except for 3 Gun Nation that has treated a few specific things quite differently.
