So I build the pistol lower first to avoid any potential legal trouble?
In this order
1. Build complete pistol lower.
2. Order upper parts.

Am I missing anything? Should I order a complete upper or does it matter?

Only order a complete upper if it is set up the way you want.

Build pistol lower first. Doesn't take long.

When you buy the lower don't you have to register it as a pistol if that's your intention?

This , it's the best way as you can use the lower for a full build later, my FFL always does this for me.

DSG arms has some of the better quality uppers for quality prices.

You will see overall barrel length debated, but i think somewhere between 10.5-11.5 to be the sweet spot, i like 11.5 for little more dwell time, and that extra inch for some reason makes a significant difference with velocities.

one example, 409 for upper with BCG (no CH) have to sign in to see reduced prices.
