And, why did they go right to a GAO protest instead of an agency-level first?

I get emails daily from GAO about protest decisions. Everyone seems to object to the loss of a contract. From my rudimentary knowledge of the situation this provides a steady stream of business for huge corporate law firms. The arguments are often ridiculous and arcane but I don't think contracting with the US government is easy by any means.

Pretty much every contract over 10 million gets objected by the loser(s), nothing new in the gov. contract business.

BFD. Special units will still choose Glocks over whatever the contract is for.
