No, but it will do it to a degree. I shot through a quarter inch steel plate with SS109 Lake City ammo. It was a steel spinner targer. My 55gr ammo bounced off and made it spin but the SS109 went right through the steel.

You can put a magnet to the bullet tip, and at least find out if it has the steel core, like SS109.
