My WAG, wild ass guess, maybe the machines stamping the NATO marks went wild. Hence the ammo is available for sale to us, rather than the military. Ammo failed or wouldn't pass a military inspection, so it was reclassified for civilian sale.

If there was a safety issue, they would be stupid to release it.

Another WAG is that the order of the circles indicates what shift, the date and time of manufacture?

Of course, you need a Capt. Marvel decoder ring for this.
