Right, Fenris, but they ARE a failed State now.

Currently it's estimated that illegal immigration is costing California 30 billion a year or roughly 20 percent of the state budget.
If the census didn't count illegals toward congressional apportionment, California would shutdown sanctuary cities overnight.

Gov. Jerry Brown Calls California Taxpayers “Freeloaders”

If you live in California, have a job and pay taxes Governor Jerry Brown would like you to know that you’re a freeloader and he’s tired of your complaining.

In a speech in Orange County last week Brown responded to criticism over a new $52 billion tax hike that was hastily rammed through Sacramento by the Democrat supermajority over the objections of taxpayers across the state.

Democrat Senator Josh Newman narrowly defeated Republican Ling Ling Chang in November to give the Democrats the crucial two-thirds majority needed to approve tax legislation in the state of California. After the vote a recall effort was immediately set in motion against Newman.

The new taxes include a 12 cent increase in the gas tax (which is already one of the highest in the nation) and an increase in car registration fees averaging $50 per car owner. Some will see their annual registration increase by as much as $180.

In response to the outrage of taxpayers who were blindsided by the massive increase and those supporting the recall of Newman, Brown took a less than sympathetic tone.

“The freeloaders — I’ve had enough of them,” Brown said, adding that the approved tax and fee hikes bring those charges to the level they were 30 years ago if adjusted for inflation. “They have a president that doesn’t tell the truth and they’re following suit.”

Newman will have campaign resources to prevail in a recall should the measure qualify for the ballot, Brown said.

“He’ll have whatever he needs,” he said.

Let’s review this statement, in case you’re having trouble interpreting his meaning. If you work and pay taxes, if you struggle to pay your most basic bills while “owing” the California government a third of your paycheck (or more), Jerry Brown thinks you’re a freeloader.

The 1,000,000 citizens in Los Angeles county alone who collect food stamps provided by taxpayers are not freeloaders. The millions of illegal immigrants being harbored in California’s sanctuary cities to the cost of taxpayers are not freeloaders. Illegal immigrants being provided “free” legal help by the state on the backs of taxpayers are not freeloaders. The bloodsuckers in the Sacramento legislature who get paid $178 a day in per diem funds on top of their bloated salaries just for walking in the door to their job every day are not freeloaders.

No, you – the burdened, law-abiding taxpayer are the freeloader for simply asking the government of California be more fiscally responsible with the money they already have instead of stealing more of your money without your consent to pay for programs that are already funded but have been raided for pet projects and personal enrichment.

Governor Brown claims we’ll all be driving on gravel roads if we don’t give up our incomes at gunpoint as he is demanding.

“Roads require money to fix,” Brown said during a Friday visit to Orange County. “Republicans say there’s a magic source of money — it doesn’t exist. … You want to borrow money and pay double? Or do nothing? Or take money from universities?”

As a California resident it is hard to know whether to laugh or cry. The gas tax has been allocated for roads for decades and yet the Governor and his cronies have consistently raided the fund for outrageous programs like the high speed rail boondoggle and tuition and licenses for illegal immigrants. Then he has the audacity to scold taxpayers for wanting better roads with the money they’ve already provided.

Brown talks about Republicans touting some “magic source of money” when that is exactly how he looks at the average, middle-class taxpayer in California – as some magic money tree that he simply has to shake every time he wants bolster the coffers in Sacramento. He acts as if we all just have money to spare floating around and the snap of his fingers will make it simply appear. The claim that it is Republicans living in dreamland when it comes to tax revenue is grossly offensive.

Brown scolds the people who make this state work, asking them if they’d rather pay double for borrowing money, as if that isn’t exactly what we’re doing right now after approving borrowing money for vague “drought control” programs and the bottomless black hole of public school funding.

The Governor asking if we should take money from the universities is especially outrageous given that the President of the University of California school system Janet Napolitano is currently embroiled in a massive scandal after it was discovered they deliberately hid $175 million from the state government auditing office even as they requested more state funding for social justice programs and events.

California has become increasingly hostile towards the people who make this state work, and to hear the man who holds the highest office in the state address us with derision and disdain as “freeloaders” is disgusting and deeply insulting (alliteration is my number one symptom of outrage). Instead of thanking us for the work we put in every day to pay for his benefits and the benefits of others who don’t work at all, he chooses to treat us like garbage simply because we dare to demand our hard-earned money be used more wisely.

Brown thinks you’re a freeloader for demanding accountability but he’s perfectly willing to use taxpayer money to fight against the citizen-led recall of a senator who sold his vote and his soul for a seat at Sacramento’s perpetual, tax-funded lunch table.

Governor Brown, you are a narcissistic, selfish, rude, disgusting pig and you don’t deserve the massive privilege you’ve been afforded by people who work hard and struggle just to pay the rent and their enormous tax bills.

Fuck you Moonbeam.

You are the epitome of the word "freeloader", you and your father, two generations of living off the government teat. You, Moonbeam Shitstain, brought collective bargaining to CA government, basically inventing the public unions that exist today in CA, a whole culture of leeches and freeloaders.

And if Californians are tired of Jerry Brown, wait until they get a load of the next leadership.

I downloaded the coming year's CA state budget. Spending $180 Billion of which $60 Billion is for "health and human services", ie welfare. Of the $180 Billion to be spent, I wonder how much gets eaten up by political cronies and bureaucrats (fat) vs how much actually gets spent on the underlying purpose?

Also, gov't "unfunded pension liability" in CA is around $450 Billion, meaning they have promised $450 Billion more in public pensions than the money they will have to write the checks. That number assumes they have a 7.5% annual return on their portfolio. If they get a 4.5% return (still a bit optimistic), the unfunded liability goes to over $1 Trillion. But the return for the last two years was around 1%. Either the taxpayer will get hit with a tsunami, or the bureaucrats pensions will be slashed. Either could bring a revolt.

Another item. Historically the gov'ts marginal propensity to consume >1, meaning for every additional tax dollar collected, their spending goes up ~$1.20. The reality is that tax increases spawn greater spending increases, the deficit goes up not down. So the $53 Billion tax increase will only lead to a larger hole. And it is common to increase taxes to serve a visible need, but little of that money is actually spent on addressing that need.

Last item, the CA high speed rail. It was "sold" to the voters as a 20 year $50 Billion project that would be self funding, not needing subsidies, once in operation. They are now saying 25 years and $100 Billion, no subsidies needed (but that assumes the annual ridership on the high speed rail will be the same as the annual ridership on Amtrak in the US and Canada combined) Ie, it will require taxpayer subsidies every day of operation.

I lied, one more item. A news item from last month. "California auditor slams UC President’s office over $175 million in hidden funds". The "auditor" screams foul, but the gist of related articles shows CA gov't kingpins say basically, "so what".

And from news this past week. "Chicago Slides Toward Bankruptcy....the lethal combination of too much debt and a dysfunctional government. And those are two things Chicago has....

It's pretty simple isn't it that debt and a corrupt dysfunctional government are a lethal combination?

It's going to be quite a trick, blaming Republicans for Illinois' financial woes. Everyone knows that Democrats have been in charge of Illinois, ruling the state from Chicago, for decades. It's getting pretty close to it being a century, that Democrats have ruled Illinois.

It's coming... :

Rahm's latest plan to stave off Chicago financial collapse under fire – from Dems
By Thomas Lifson

Chicago and the State of Illinois are lurching toward insolvency, burdened by enormous pension liabilities, political payoffs from past generations that kept the Democrat Machine in power for generations. Rahm Emanuel knows this and is doing his best to come up with financial schemes to keep paying bills. His latest effort at borrowing to keep the Chicago Public Schools (already almost a billion dollars behind in paying its expenses – particularly pension fund contributions) afloat is being called a "payday loan" even by Democrats, as the Dems scramble to blame Republican governor Bruce Rauner for the collapse of the Blue Model.

Fran Spielman reports for the Chicago Sun-Times:

Under fire for authorizing a "payday loan," Mayor Rahm Emanuel on Friday defended his plan to let the Chicago Public Schools borrow $389 million secured by late block grants owed by the state.

"You have a situation…created by the state of Illinois to create a maximum amount of pressure on the public schools, specifically Chicago," Emanuel said.

"It's a short-term solution to a short-term problem created consciously, woefully by the governor to create political pressure. That's how we're handling it. That's the most appropriate way to deal with it."

Aldermen don't see it that way. They likened it to the skipped pension payments that got CPS into this mess and Emanuel vowed to end.

"Daley didn't pay pensions. This is borrowing instead of not paying. You're still robbing Peter to pay Paul and putting a Band-Aid on it," said South Side Ald. Anthony Beale (9th).

"We're borrowing money hoping that, eventually, the state comes through. If the state doesn't come through, we're gonna be in worse shape tomorrow than we are today. It's gonna cost to borrow money. Taxpayers are still losing."

Illinois is as broke as Chicago. If this were a business, Rahm would be borrowing against his "accounts receivable" – also known as "factoring." That is a common practice among financially troubled businesses to keep the doors open. Rahm is trying to find a factor that will lend almost $400 mil against the promise of a broke state to come up with the cash.

The source of the borrowing has not yet been determined, nor has the interest rate. That must wait until the borrowing goes out to bid. The maximum interest rate allowed by state law is nine percent.

Chief Financial Officer Carole Brown said the short-term loan will be limited to $389 million because the school system's "lending partners" were willing to finance only about "85 percent of the outstanding receivable" of state grants. The rest will come from savings generated by mid-year budget cuts, Brown said, with a hazy explanation that raised more questions than it answered.

Nine percent is a handsome return in a low-interest environment. If Rahm is unable to borrow at that price, it will be a sign that the financial crisis is getting closer. But I suspect that he already has sources of funds and that the bet is that the feds will come up with a loan if the effort fails.

Chicago has already sold off major assets, including the right to collect money from parking meters. There are fewer and fewer sources of funds available.

The crash is coming. The Dems are just looking for opportunities to blame Republicans for the consequences of their bribes to unionized public employees.

Surprise: California's Single-Payer Healthcare Plan Would Cost $400 Billion...Per Year

And now, a glimpse into our possible future, courtesy of deep blue California. And when I say "deep blue," I mean so blue that the Republican Party didn't even qualify a statewide candidate for the general election ballot in the 2016 US Senate race. I mean so blue that the state's creaking, under-performing Obamacare-expanded Medicaid program now has one-third of the entire population on its rolls (with state bookkeepers just fessing up to a $1.9 billion accounting error that camouflaged how deep in the hole it is). I mean so blue that the state's long-term fiscal health is being weighed down by roughly $400 billion in "rapidly growing" unpaid-for promises known as unfunded liabilities, contributing to one of the worst bond ratings in the country. I mean so blue that Democrats' pet high speed rail project is already tens of billions of dollars over-budget and wildly behind schedule, partially due to astonishingly restrictive environmental regulations and a lawsuit-happy legal climate. I mean so blue that in spite of all of the red flags flapping in these fiscal headwinds, a key committee in Sacramento recently advanced legislation to implement a single-payer, government-run healthcare system in the state:

A sweeping measure that would establish government-run universal healthcare in California cleared its first legislative hurdle Wednesday as scores A of supporters crammed into the Capitol to advocate for a single-payer system. The Senate Health Committee approved the measure on a 5-2 vote after a nearly three-hour hearing, but Democrats and Republicans alike signaled unease with the major question still unanswered in the legislation: how the program would be paid for. The bill, SB 562, would establish a publicly run healthcare plan that would cover everyone living in California, including those without legal immigration status. The proposal would drastically reduce the role of insurance companies: The state would pay for all medical expenses, including inpatient, outpatient, emergency services, dental, vision, mental health and nursing home care. The measure says the program would be funded by "broad-based revenue," but does not specify where that money would come from.

Healthcare for everyone, including illegal immigrants, paid for by mumble-mumble "broad-based revenue" mumble-mumble. Details to come. Well, here's one brand new detail -- a price tag. Surprise:

It would cost $400 billion to remake California’s health insurance marketplace and create a publicly funded universal heath care system, according to a state financial analysis released Monday. California would have to find an additional $200 billion per year, including in new tax revenues, to create a so-called “single-payer” system, the analysis by the Senate Appropriations committee found. The estimate assumes the state would retain the existing $200 billion in local, state and federal funding it currently receives to offset the total $400 billion price tag...Steep projected costs have derailed efforts over the past two decades to establish such a health care system in California. The cost is higher than the $180 billion in proposed general fund and special fund spending for the budget year beginning July 1. Employers currently spend between $100 billion to $150 billion per year, which could be available to help offset total costs, according to the analysis. Under that scenario, total new spending to implement the system would be between $50 billion and $100 billion per year.

The new system would more than double the cost of California's already-swollen annual budget, with no specific pay-fors in the offing. Even if you assume that employers would dump all of their employees into the government system (how would that prospect go over with voters?) and the state could magically repurpose all of those dollars to fund the new scheme, California would still be $50-100 billion short. Every single year. This would require massive, across-the-board, economy- and -job-crushing tax increases on everybody -- including middle-income and working-class earners. In other words, despite Democrats' leading gubernatorial contender actively campaigning on this ridiculous fantasy, California's single-payer dreams are likely to go the way of Vermont's. Flashback to 2014:

For decades, liberal activists yearned for a European-style, single-payer health system that they argued would lead to more affordable, efficient, and comprehensive medical coverage for all citizens. When Vermont four years ago enacted a landmark bill to establish the nation’s first single-payer health care system, they saw their long-sought dream about to be fulfilled. But reality hit last month. Governor Peter Shumlin released a financial report that showed the cost of the program would nearly double the size of the state’s budget in the first year alone and require large tax increases for residents and businesses.

But it won't; a parasite always needs a host....

What Would Really Happen If California Seceded?

There are two kinds of people who support the Calexit movement.

1. People living in California who think that their state would be far better off without being hitched to the rest of the union,

2. and people living in every other state who can’t wait to get rid of California.

I’d wager that latter of those two know something that most Calexit supporters in California do not. They know that the golden state is a toxic influence on the rest of the country. It’s become a breeding ground for leftists ideologies, and the people who believe those ideologies have run the state into the ground. As California slips further into debt and the cost of living mounts, those people are moving away to states where there are more opportunities.

But rather than abandoning the beliefs that turned their previous home into an expensive bureaucratic hellhole, they often vote and behave just like they did in California. They turn cities in conservative states into bastions leftist deterioration… little microcosms of where they came from.

That’s why it’s pretty obvious that if California really did secede from the United States, it wouldn’t suddenly be unshackled from the rest of the country. The state wouldn’t become some beacon of progressive values and prosperity. Without the balancing influence of the rest of the country, which keeps California in check to some degree, everything wrong with the state would be amplified. Rather than being free to pursue some grand destiny, California would only be free to pursue the same wrongheaded policies that have driven it towards such a stark, downward trajectory.

That fact was on display recently, when Calexit leader Shankar Singam went on Tucker Carlson Tonight. During the interview, Tucker challenged the notion that California would be able to manage itself properly. He brought up the fact that hundreds of thousands of upper and middle class people have left the state in recent years, which to any sane person would be an indication that their government is doing something terribly wrong to drive these people away.

Singam would beg to differ. He admitted, without any coaxing, that this wave of fleeing middle class Californians is a good thing, because it makes room for more immigrants, and helps spread Californian ideals to the rest of the country.

You heard that correctly. He thinks it’s good to push out productive citizens and replace them low skilled migrants.

It’s obvious what would happen if California became it’s own country. The middle class would be hollowed out. It would immediately turn into a banana republic, where you are either a wealthy elitist or an impoverished peasant who is dependent on the state. Though it wouldn’t be in California’s best interest to secede, it’s apparent that America can’t get rid of this cesspool fast enough.
