The P and VP have original classification authority and flow that authority down. It isn’t clear to me that the P or VP can force its declassification if agency heads deem it doesn’t serve the public good.

(1) the President and the Vice President;
(2) agency heads and officials designated by the President; and

As the primary classification authority, the President has authorization to see ANY documents he wants to, and to declassify them. The Senators don't have a leg to stand on.
