It's all a joke. A "performance" "ten years in the making" by some guys on Dallas radio (1310AM- The Ticket). When in New Orleans they happened across a street named "Poydras" and made up this whole story based on just the name. Threatened for years to turn it into a play, and did so this past weekend at an event. Best if you're familiar with the backstory, but some may still find the oddity of it humorous.
