Looks like an old Texaco logo. Maybe an old mudflap of some type?

ETA: JALLEN is correct. Mobil and not Texaco.

If it could be considered a bag - ie having a front and back and sealed on the edges, it might be a water bag, emergency water for radiators?

I know it is Pegasus, the Mobil sign from years ago.

But this is a bag. On the reverse, which I do not have a picture of, there is text on the other side. I can make out some of the text and it reads...."Keeps water cool"
