You can buy all thread rod and make them yourself.
Cut to the length you need. If you need the sounded flat stop area use two thin nuts and double nut it where you want the flange to be. You could also use two nuts on each side of where you want to anchor the studs to.

ontmark and I think alike.

The picture showing the phone holder mounted on the dash looks a "obstructed vision" citation to me. I don't how many leos would write one but sometimes they look for anything if they are having a bad day.

I just used a suction cup windshield mount when I needed a setup like that.
No way I’m digging around in my dash unless something is broken I can’t live without.
I’d mess up something, it would rattle and drive me nuts.

Yes that phone holder is atrocious. Not doing that with mine.
That was just the quickest google search pic I could show of the side of the mount. Not going to be mounting a phone like that.
The tablet will be positioned directly above the stereo screen.

This is for an off-road setup not a suction cup mount would hold a tablet on an arm long enough for me to reach.
This mount setup is very solid and won’t rattle.
Taking apart the dash is not difficult just a little time consuming.
I’ll be running wires too so taking it apart once is fine.
Just don’t want to do it for each mount adjustment nor if I need to make adjustments on the trail do I want to take it apart.

You can do the same thing with a simple stud and double nuts and tighten the 2 nuts together where you need the stops to be and it will act the same way.

or "it is a sleeve that is internally threaded to accept a bolt".

You are correct but it may be a good idea to take it a step further and read the entire thread before one goes calling folks out.

In my update I added a possible option of using a bolt from the bottom with a clip washer.
So he is correct a stud with a nut on both will work as he has suggested.
Which I may end up doing and had though about my only issue is I don’t want the height of the nut under the top bracket.
A clip washer with a flat washer over it should be low enough to not leave a noticeable gap.

Check into some of the really strong velcro. There is velcro that's self adhesive on both sides of it that is strong enough to hold that I believe. We use some incredibly strong velcro in the marine industry.

Been a long time since I tore a engine head down but first thought was rocker arm studs.

So my mount finally came in and am getting the hardware together.
Went to Fastenal and got some push nut bolt retainers.

Don’t think I’ll get a chance to install it this weekend though as the wife is working.
