It seems to me that any law that is not enforced and can't be enforced weakens all other laws.

No, the owl was most likely too exhausted from trying to free itself from the fishing line to do much of anything else. The fact that the man mentioned the owl clacking its beak (and knowing what means) says that the owl was not happy being in such close proximity to him. Don't get me wrong, I love a happy ending, but that owl wanted nothing to do with him.

That would explain the owl sitting on the ground for a while before attempting to fly away.
