I have family living behind enemy lines in California.

The way I read California law, you have to have a background check to purchase ammo. There is no such requirement if you are given ammo as a gift.

True/ false?

...I’m thinking I may send them some shotgun ammo I have stocked up. I have thousands of rounds, so sending them 200 rounds of buckshot is no great loss to me.

Wow, I would have not much idea.

But, I am imagining that California would be the king of layered, & forgotton laws. It's probably prohibited on so many different levels that the people who could name all of them are probably long dead.

Of all the states, I'd be really surprised if it was legal there.

I returned, and saw under the sun, that the race is not to the swift, nor the battle to the strong, neither yet bread to the wise, nor yet riches to men of understanding, nor yet favour to men of skill; but time and chance happeneth to them all. -Ecclesiastes 9:11

...But the king shall rejoice in God; every one that sweareth by Him shall glory, but the mouth of them that speak lies shall be stopped. - Psalm 63:11 [excerpted]

Ship it ground, label it ORM/D, and forget about it. It could be any number of items, such as paint, ammo, nail polish, etc.

Ammo must go through an FFL.

Some buyers are getting denied under the presumption they haven't gone through an FFL to purchase the same caliber weapon in the last five years.

Transporting into the state is also not legal unless the Ammo was purchased in this God forsaken state.

To give someone ammo, it has to be face to face. It'd be best to ship to an FFL and have them do the transfer, or if they know someone with their FFL03 and COE, you can ship it to them and they can give it to them.

I got my FFL03 and COE to avoid the non sense, plus it comes with other benefits. I can have ammo shipped straight to my door, buy more than 1 handgun in 30 days, among other things. They may want to look into getting theirs if they shoot enough, buy handguns, or do the C&R stuff.

ETA: Depending on where they, I could even facilitate for you.

Did they change this? Was a time when an out of state person could pass through the state with all the ammo they wanted to.

June (?) Of last year.

If you come to visit and have California compliant .223 and .45 with you and a couple hundred rounds of each, not much is likely to happen if stopped. If you have a few thousand rounds of each and no guns, you'll get hassled if stopped.

In my case as a residence, if/ when I go dove hunting in Yuma and get 1,000 12ga shells in Arizona,
legally I cannot bring any of it back with me.
