Held accountable how? They took in a dog and adopted out another dog. Its what they do. They could have refused to let them adopt the new dog but then the shelter would have more dogs to take care of.
Some shelters just suck. Some of them operate as a necessary and not out of principles.
We had 2 rescuses. Mia came from a private rescue group out of Perry GA and they were everything you would hope for. Home fostering, interviews, visits.
Macy came from a county shelter, kennel cough, conjunctivitis in both eyes, 2 types of worms, 40% under weight. They couldn’t give her to us fast enough. As much as I hate the county shelter I keep in mind that we got One of the most incredible friends from them. They could have been better, but they could have been even worse.

I agree that the people are assholes, but the dog is probably better off being with people who want and love him and treat him as he deserves.
Good riddance to bad pet owners.
our no kill shelter gets "damaged " dogs on a regular basis, and people know they have a past , when they adopt them, but they still adopt them.
more than half get returned and sometimes the people will get another dog sometimes they don't.
is it unreasonable to to think that every pet will match every owners needs?
