Just curious, does anyone know if it is illegal to own or buy high capacity pistol magazines in NY? Is it just a matter of when the weapon was manufactured? What are the implications of Law Enforcement Only? Can I not own one if it's stamped "LEO" or just not buy them after the fact? Any info on this would be great.

Most all mags are stamped with a date. For example, the sig mag in my pistol right now says

RESTRICTED LAW ENFORCEMTN GOVT USE AND OR EXPORT ONLY 9/14/94

Whenever the hicap ban was put in place, it should have a grandfather clause so as long as the mag was manufactured before that date, you can have it.

I am not a lawyer, and don't know NY laws, but this is generally the way it works. Mags with no date stamped anywhere on the body are gold.

What you're looking for is, ARTICLE 265 FIREARMS AND OTHER DANGEROUS WEAPONS.

Specifically;

23. "Large capacity ammunition feeding device" means a magazine, belt,
drum, feed strip, or similar device, manufactured after September
thirteenth, nineteen hundred ninety-four, that has a capacity of, or
that can be readily restored or converted to accept, more than ten
rounds of ammunition; provided, however, that such term does not include
an attached tubular device designed to accept, and capable of operating
only with, .22 caliber rimfire ammunition.

Bottom line is C9H13NO3 is correct, you can't have any magazines marked Military\LEO.

its legal for us to have preban just not post ban. Some towns or countys may have some IE Rochester has a 20 round mag ban
