Seems like they are begging to get a sued. When did mayors and city councils start running the country? I would have been surprised if this was anywhere but in California, but I suppose this is exactly what they want. No honest law abiding citizen to own a firearm.
They should be forced to repeal this type of crap when they realise it's not going to help in any way, shape, or form to curb violence.

Not a big deal. Wanna stop it? Tell every gunowner in town NOT to buy any ammo in that city. Write letters to the city council. Call the NRA and let them know what is going on.

Wow, and that's the Central Valley. It's easier to buy ammo in LA or SF.

That's what the dimwhits on the city council want, to put another gun or ammunition dealer out of business. I say overwhelm the city with paperwork, then have them show a single case where it's proved it's value. We do not want to lose gun shops. We want to lose stupid politicians.
I'm not fluent in the language of violence, but I know enough to get around in places where it's spoken.

Overwhelming the system is not hard to do and it works. Takes a little organization but it's doable. All that would need to be done is for the gunshops to start selling ammunition not by the box but by the individual shell. Then 50-100 or more interested gunowners go in each day and buy one round each and fill out the paperwork. Pretty soon the system has so much paper that it cannot be processed and it breaks. Classic civil protest working within the system to beat the system.

Get a hold of the NRA-ILA and the Calif. Rifle and Pistol Assoc. (State NRA Affiliate) and tell them what's going on. This sounds like it could be fought on the same basis as the San Fran firearms ban (No local gun law can be more restrictive than state law). Note: I am neither a lawyer nor a Calif. resident. Only problem I can see with your train of thought there Storm is that this an ammunition ordinance. Not a firearms law.  So unless Kalifornia's laws don't make a distinction between the two ...
