Hi There,

I am in the process of selling some of my unused long guns and I have a prospective buyer who would like to buy a rifle.

I checked the ATF website and also spoke with a local ATF agent and it appears that it is lawful for me as an unlicensed (non-FFL) citizen to transfer a rifle to a licensed, FFL dealer out of state. Is this correct?

Also, are there any additional restrictions that the state of California has regarding FFL transfers? Is it OK for an unlicensed person from out of state to ship to an FFL dealer in CA?

Yes, it's legal. Some FFL licensees will not accept shipments from non-licensees, but that is their POLICY, not the law.

Not sure about CA, but I once sold a pistol on GB, and shipped it via FedEx to a FFL in TX. I also recently purchased a P7 from a seller (not FFL) out of state, and my FFL accepted it w/ no issues. Like TooTech said, contact the FFL to be sure.

Thanks all for the replies. I contacted the California DOJ and they were very helpful. For long guns, as a private citizen I am not required to ship from an FFL to a Californian FFL. I am able to ship directly to a Californian FFL. They directed me towards their FAQ and also told me on the telephone that I was not required to ship via a FFL to another FFL,

The ironic thing is that with the new CFLC in effect, it is actually less hassel for a non-FFL to ship to CA because all FFLs(except C&R) shipping to CA is now required to be registered with DOJ Roll Eyes

CFLC only applies to handguns.
